Director PACP, NAMA Dr Musa
In the high-stakes world of aviation, where a single sentence can calm a nation or ground public confidence, the voice behind the microphone matters as much as the technology in the air.
That voice at the Nigerian Airspace Management Agency, NAMA, belongs to Dr. Abdullahi Musa, Director of Public Affairs and Consumer Protection. And that voice has just earned the highest honour of the Chartered Institute of Human Resources and Strategic Management, CIHRSM — its prestigious Doctoral Fellowship.
At an induction ceremony in Lagos, the Institute’s Registrar, Dr. Minna Abell, did not speak of routine public relations. he spoke of public service, human capital development, strategic management and nation-building.
“In his current role, Musa has applied the depth of his academic research and scholarly experience to the strategic management of critical information, ensuring that information dissemination within the agency is strategic, effective, educative and proactive,” Abell said. “This has strengthened the communication of NAMA’s mandate, activities and interventions to stakeholders and the flying Nigerian public.”
It is a rare citation for a spokesman. Most are praised for eloquence. Musa is being honoured for scholarship.
Those who have watched NAMA in the last two years understand why. At a time when Nigerian aviation has faced intense scrutiny — from Harmattan haze disruptions to questions about landing facilities, from fake recruitment syndicates to pension obligations — Musa has not merely issued rebuttals. He has provided institutional literacy.

When claims surfaced that navigational aids were poorly maintained and unsafe, it was Dr. Musa who explained with technical clarity that all Instrument Landing Systems, VORs and DMEs are routinely flight-checked and calibrated under ICAO Standards and Nigerian Civil Aviation Regulations, using NAMA’s dedicated flight inspection aircraft.
When the public demanded CAT III ILS in every airport, he educated the public that deployment is driven by meteorological data, traffic volume and operational need, not prestige. When fraudsters issued fake appointment letters, his warning was swift, empathetic, and protective of vulnerable job seekers.
This is not accidental communication. It is strategic management of information as an asset.
Dr. Musa’s profile reflects that intersection of scholarship and statecraft. Described by the Institute as a distinguished scholar-administrator with diverse experience in governance, leadership, public administration and strategic management, he belongs to a new generation of public communicators who see their role not as mouthpiece, but as bridge — between highly technical operations and a flying public that deserves truth without jargon.
The CIHRSM honour, its highest membership cadre, now sits alongside other recent recognitions that tell the same story. In 2025, at the National Integrity Summit and Awards in Abuja, Dr. Musa received the Individual Integrity Award while NAMA emerged as Most Efficient Aviation Agency.
The Centre for Ethical Conduct Orientation and Empowerment, CECOE, cited his professionalism in promoting transparency and accountability. Earlier, the Institute of Strategic Entrepreneurs of Nigeria, ISEN, conferred its Fellowship on him after rigorous training on Artificial Intelligence and Big Data in Entrepreneurship, noting that his tenure had been marked by enhanced consumer engagement, improved public awareness of aviation regulations, and effective dispute resolution.
What connects these awards is a philosophy: that ethical leadership, professionalism and integrity are not slogans, but daily disciplines.
CIHRSM itself is a professional institution dedicated to advancing human resource development and strategic management through education, research, training and knowledge sharing, with emphasis on ethical leadership. That it chose to elevate a government spokesman to its doctoral fellowship cadre speaks volumes about how Dr. Musa has redefined the office he holds.
He has turned Public Affairs from a reactive press office into a proactive consumer protection hub. He has turned official statements into public education. And he has shown that in an agency whose core mandate is to keep the skies safe, keeping public trust safe is equally strategic.
For Nigeria’s aviation sector, now seeking global competitiveness and investor confidence, that kind of voice is not just useful. It is indispensable.
